Department of Energy Reporting Requirements

It is the responsibility of the Principal Investigator (PI) to become familiar with and comply with all reporting requirements specified in their DOE award. Reporting requirements are established in the award's Federal Assistance Reporting Checklist and Instructions, which is incorporated into the full award document.

Federal Assistance Reporting Checklist

DOE awards typically include a reporting checklist similar to the following:

(or a program-specific updated version, as applicable)

This checklist outlines required report types, submission frequency, due dates, and the systems used for submission. Always refer to your specific award document to confirm the exact reporting requirements.

Depending on the terms of your award, you may be required to use multiple DOE systems to submit reports and deliverables.

Award Documentation and FedConnect

New award setups in eAward should include the complete award package, not just the Assistance Agreement. If your reporting checklist or other award documents are missing, PIs should log in to FedConnect to retrieve the official award documentation or reach out to OSP for assistance.

FedConnect

FedConnect is DOE's official system for award documents, modifications, and certain reports and communications.

Account Access
Once an account is active, both the PI and OSP can view award information and submit official responses through FedConnect.
 
Accessing an Award in FedConnect
  1. Log in to FedConnect using your User ID and password
  2. Select the "Awards" tab at the top of the page
  3. From the search criteria drop-down menu, select "Award Number"
  4. Enter the award number and click “Search”
  5. Click the award title to open the record
  6. If prompted, click "Join Team" (bottom right of the screen)
Messaging and Attachments
After joining the Award Team:
  • Use the Message Center within the award record
  • Click "New Message" to communicate with the agency
  • Attach required documents using the "Attach File" button
    • This is the primary method for submitting attachments through FedConnect

OSTI.gov/E-Link (Scientific & Technical Reporting)

OSTI E-Link is DOE's official system for submitting scientific and technical information (STI), including reports and publications produced under DOE-funded awards.
 
  • Users must register for an E-Link account and complete login authentication 
  • Submissions are made using the DOE award or contract number
  • E-Link is used for submitting, as applicable:
    • Final Scientific/Technical Reports
    • Journal article accepted manuscripts
    • Conference papers and proceedings
    • Software, datasets, and other STI products
E-Link submissions ensure compliance with DOE Order 241.1C and allow DOE to preserve and disseminate research outputs through OSTI.GOV and DOE pages.
