Sponsor Guidelines

The following NASA guidelines are useful in preparing proposals and managing awards:

NASA Proposer’s Guidebook 

Contains instructions and policies related to the preparation and submission of grant proposals using the NSPIRES proposal management system and should be used in conjunction with an appropriate NASA program solicitation.

NASA Shared Services Center 

This NASA website contains grant related information, including links to handbooks, forms, proposal guidance, contacts, etc.

Sponsor Policy Additions and Revisions

  • Effective July 1, 2008, all new NASA grants and funding increments on existing NASA research grants to organizations subject to 2 CFR Part 215 will incorporate by reference the Research Terms and Conditions and the NASA Agency Specific Requirements dated July 2008 or later.

  • NASA China Funding Restriction (DEVIATION FEB 2012) NASA’s China Funding Restriction prohibits the University from using NASA funds to “enter into or fund any grant or cooperative agreement of any kind to participate, collaborate, or coordinate bilaterally in any way with China or any Chinese-owned company.” This restriction applies both at the prime and subrecipient levels, FY 2011 funds appropriated on or after April 25, 2011, FY 2012 funds, and all future appropriations.  However, this restriction does not apply to University of Utah faculty, staff, or students who may be Chinese foreign nationals.

  • Proposal Submissions – NASA has inserted a new question #35 that reads: “Does the proposed work include any involvement with collaborators in China or with Chinese organizations, or does the proposed work include activities in China?”  Please be sure this question is carefully considered and marked appropriately.

  • Award Assurances – For all newly funded awards and funding modifications, OSP is required to certify that the University is compliant with the new restriction.  At that time, OSP may request additional information from the PI before OSP submits the NASA certification.
