NIH & NSF Operations Updates

 

Following the conclusion of the federal government shutdown, federal agencies have resumed operations under a continuing resolution.

Both the National Institutes of Health (NIH) and the National Science Foundation (NSF) have issued guidance & updates on the resumption of operations.

 


NIH Updates (NOT-OD-26-005 & NOT-OD-26-007)

  • Grant deadlines: All NIH application deadlines scheduled for October and November will be rescheduled. Specific dates will be announced in a forthcoming notice. No immediate action is required until new timelines are published.
  • Peer Review & Council Meetings: Meetings originally planned between October 1 and November 14 have been canceled and will be rescheduled. Expect delays in summary statements and award processing.
  • System Access: The eRA system remained operational during the shutdown. Reports submitted during this period require no additional action unless contacted by NIH staff. Help desk tickets are being addressed on a first-come basis; response times may be longer.
  • Compliance Reminders: Any negotiated aims, objectives, titles, or abstracts become new terms and conditions of award. Non-compliance can result in enforcement actions, including termination under 2 CFR 200.340(a)(1).

NSF Updates

  • Operating Status: NSF reopened its headquarters on November 13 and is operating under a continuing resolution through January 30.
  • Priorities: NSF is prioritizing restoring capacity to make awards and manage existing grants. Expect delays as staff address backlogs.
  • Proposals & Reviews:
    • Proposals submitted during the shutdown remain valid; no resubmission needed unless there was a technical issue.
    • NSF cannot reopen deadlines or allow resubmissions unless a solicitation is reissued.
    • Some delays in processing and award notifications are expected, though NSF aims to minimize them.
    • Postponed review panels may or may not be rescheduled; new/updated panel schedules will begin approximately 3-4 weeks after reopening.
  • Proposal Deadlines: Revised deadlines for solicitations and Dear Colleague Letters will be posted on the NSF Resumption of Operations webpage. '
  • Travel, Site Visits, PI Meetings:
    • Most NSF travel will not resume for several weeks.
    • PI meetings/workshops may proceed unless advised otherwise; NSF participation will depend on staff availability.
    • Site visits are being rescheduled based on program risk and priority.
  • Award Management:
    • Annual/final reports and other award actions are being processed in order of receipt, with priority for student-supporting and time-sensitive projects.
    • Allowable expenses during the shutdown remain reimbursable.
    • Awards that expired during the shutdown should request NSF-approved no-cost extensions through Research.gov, noting the shutdown as the reason for late submission
  • Contact your NSF program officer for questions about pending proposals or current awards.

Action Items for Researchers
  • Monitor NIH and NSF official notices for updated deadlines and schedules.
  • Prepare for potential delays in reviews, awards, and administrative actions.
  • Ensure compliance with revised NIH terms and conditions before drawing funds.
  • Direct questions to your grants management official and/or program officer.
