NIH 2024 Public Access Policy

 

Starting July 1, 2025 (moved up from December 31, 2025), all peer-reviewed manuscripts resulting from NIH-funded research must be made freely available to the public immediately upon publication, eliminating the previous 12-month embargo period.

The policy now includes all peer-reviewed scholarly publications, not just journal articles, accepted for publication on or after July 1, 2025.

Key Points to Know:

  • The policy applies to all NIH-supported research, whether the funding is partial or full.
  • It covers Author Accepted Manuals (AAMs) accepted for publication.
  • This includes work supported by NIH training grants and even work conducted by NIH employees.
  • NIH will require persistent identifiers (like ORCID iDs) to improve findability and transparency of research outputs.
  • Reasonable publication costs, including open access charges, are allowable expenses before closeout and should be included and charged consistently. See NOT-OD-25-048

Principal Investigators and authors are responsible for:

  • Ensuring that your manuscript is deposited in PubMedCentral (PMC).
  • Verifying that it is publicly accessible immediately upon publication.
